Thiel ist Professor für Demokratieförderung und Digitalpolitik an der Universität Erfurt. Bis 2022 leitete er die Forschungsgruppe „Demokratie und Digitalisierung“ am Weizenbaum-Institut in Berlin.</p>Thorsten Thiel, Professor für Demokratieförderung und Digitalpolitik an der Universität Erfurt <span> – Alle Rechte vorbehalten Privat</span><p><strong>netzpolitik.org:</strong> Das Stichwort „digitale Souveränität“ taucht zurzeit überall auf. Wie verstehen Sie den Begriff?</p><p><strong>Thorsten Thiel:</strong> „Souveränität“ ist zunächst ein Konzept, das wir aus der politischen Ideengeschichte kennen. Dabei geht es meist um eine Instanz, die politische Entscheidungen treffen und auch durchsetzen kann. In einer Demokratie kann das an den Willen der Mehrheit gebunden sein. An den Willen des demokratischen Souveräns. So ist in der Regel das Verständnis von Staat und Souveränität seit dem 17. Jahrhundert.</p><p>Mit dem Begriff „digitale Souveränität“ beziehen wir das klassische Verständnis von Souveränität auf etwas Anderes, nämlich auf das Digitale. Mit „digital“ ist hier eine vernetzte Ordnung gemeint. Hier dominiert kein territoriales Prinzip. Vielmehr kommen wir im digitalen Raum mittels Protokollen und anderen technologischen Voraussetzungen von jedem Punkt zu jedem anderen.</p><p>Als sich das kommerzielle Internet in den späten 1990er-Jahren endgültig durchsetzte, galt der Cyberspace vielen noch als nicht-souveräner Raum. Das Souveränitätsprinzip schien hier widerlegt zu sein: Hier sollte und konnte kein Staat einen Hoheitsanspruch beanspruchen. Diese Annahme war aber schon damals eher naiv. Der Internetraum existiert natürlich nicht abgetrennt von der Offline-Welt. Gleichzeitig aber zeigt dieses frühe Verständnis vom Internet, wie schwierig es ist, den digitalen Raum zu regulieren.</p><p><strong>„Der Begriff ist überfrachtet“</strong></p><p><strong>netzpolitik.org:</strong> Seit wann gibt es die Forderung nach digitaler Souveränität?</p><p><strong>Thorsten Thiel:</strong> <a href="https://www.transcript-open.de/doi/10.14361/9783839456590-014" rel="nofollow noopener noreferrer" target="_blank">In Europa begann das</a> etwa ab dem Jahr 2013 mit den Snowden-Enthüllungen, spätestens aber seit 2016 mit der ersten Trump-Amtszeit und dem Brexit. Damals wurde die Forderung lauter, die Abhängigkeit europäischer Staaten von US-amerikanischen Tech-Konzernen zu reduzieren. Die Motivation war und ist bis heute aber sehr unterschiedlich. Manche wollen weniger wirtschaftliche Abhängigkeit. Andere sehen die Sicherheit des eigenen Landes bedroht. Oder sie finden vor allem die Überwachung durch die Konzerne problematisch.</p><p>Diese Vielzahl an Perspektiven versammeln sich aktuell unter dem Begriff der digitalen Souveränität. Sie problematisieren, was in dem Raum entstanden ist, der ursprünglich als nicht-souverän verstanden wurde.</p><p><strong>netzpolitik.org:</strong> Der Definition des IT-Planungsrats zufolge ist digitale IT-Infrastruktur dann souverän, wenn sie es Akteur:innen erlaubt, „selbstständig, selbstbestimmt und sicher“ zu agieren. Was halten Sie von dieser Definition?</p><p><strong>Thorsten Thiel:</strong> Ich finde eine klare Definition wichtig. Doch auch die Definition vom IT-Planungsrat ist zu unkonkret.</p><p>Wenn wir über Wirtschaft, Sicherheit und Demokratie sprechen, geht es jederzeit auch um Selbstbestimmung. Niemand will nicht-souverän sein. „Souveränität“ ist ein stark positiv aufgeladener Begriff. Und nicht immer ist <a href="https://www.koelnnord.de/gruendung-der-klar-gmbh-klaerschlammverwertung-am-rhein-gmbh-2/" rel="nofollow noopener noreferrer" target="_blank">klar</a>, ob es dabei um individuelle oder kollektive Souveränität geht.</p><p>Insgesamt ist in der aktuellen Debatte ziemlich unbestimmt, was digitale Souveränität genau bedeutet. Deshalb ist der Begriff so <a href="https://www.structural-integrity.eu/on-tech-sovereignty-how-to-nail-jelly-to-a-tree/" rel="nofollow noopener noreferrer" target="_blank">überfrachtet</a>, vor allem in Bezug auf die Erwartungen, die an ihn gestellt werden. Und gerade wegen dieser Unschärfe hat der Begriff in den vergangenen zehn Jahren eine solche Konjunktur erlebt. Man kann damit sehr viele unterschiedliche Interessen abholen. Dann aber stellt sich natürlich die Frage: Was heißt das dann konkret, wenn alle sich was anderes von Souveränität versprechen?</p><p><strong>„Souveränität löst erst mal keine Probleme“</strong></p><p><strong>netzpolitik.org:</strong> Nehmen wir an, als Kollektiv wollen wir digital souverän werden. Oder konkret: Unsere öffentliche Verwaltung soll souverän werden, indem wir unsere öffentliche IT von US-amerikanischen Konzernen unabhängiger machen. Wie ist der Souveränitätsbegriff in diesem Fall zu bewerten?</p><p><strong>Thorsten Thiel:</strong> Den Wunsch finde ich erst einmal nachvollziehbar. Im öffentlichen Diskurs wird das aber unterschiedlich verstanden. Staatliche Akteure sagen zum Beispiel, dass sie nur deutsche oder europäische Dienstanbieter haben wollen. Die Zivilgesellschaft hingegen strebt eher nach Hard- und Software, die relativ autonom verwaltet werden kann.</p><p>„Digitale Souveränität“ spricht also sehr unterschiedliche Anforderungen an. Und ab welchem Punkt die Abhängigkeit zum Problem wird, ist gleichermaßen schwer zu sagen. Muss ich hierfür die Mine, aus der das Silizium stammt, kontrollieren? Oder ist es wichtiger, dass die Software auf dem eigenen Server betrieben wird?</p><p><a href="https://netzpolitik.org/spenden" rel="nofollow noopener noreferrer" target="_blank"></a></p><p><strong>netzpolitik.org: </strong>Das klingt so, als würde nun alles noch komplizierter?</p><p><strong>Thorsten Thiel:</strong> In vernetzten Umwelten gibt es lange Technologieketten, von denen wir alle abhängig sind. Diesen Cloud-Dienst beziehe ich von hier, jene Anwendung von dort. Und dabei muss ich immer im Blick behalten, dass es Updates braucht. Und dass die eigene IT mit jeweils unterschiedlicher Hardware kompatibel sein sollte.</p><p>Es braucht außerdem Kompetenzen und Wissen. Entscheidungen müssen getroffen und notfalls auch rückgängig gemacht werden. Nur in eine bestimmte Infrastruktur zu investieren, erhöht die einseitige Abhängigkeit. Wenn Softwarekonzerne ihre Produkte verändern oder größere Updates einspielen, kann das zum Problem werden.</p><p>Wenn wir also souverän sein wollen, kann das auch hier Unterschiedliches bedeuten. Wir können den Fokus auf offene Software oder auf die nationale Wirtschaft legen. Oder darauf, zwischen mehreren Anbietern wählen zu können. All diese Ziele setzen jedoch sehr unterschiedliche Mittel voraus. Trotzdem werden sie alle unter dem Begriff der digitalen Souveränität gefasst. Insofern löst der Wunsch nach Souveränität für sich erst mal keine Probleme. Es kommt vielmehr darauf an, danach zu fragen, wer unabhängiger werden will. Und wovon.</p><p><strong>netzpolitik.org:</strong> Hängen diese Schwierigkeiten, ein gemeinsames Verständnis von digitaler Souveränität zu erlangen, mit der Geschichte des Begriffs zusammen?</p><p><strong>Thorsten Thiel:</strong> Der Souveränitätsbegriff ist eng verbunden mit der Geschichte des Nationalstaats. Und die ist immer auch eine Geschichte von Grenzen – aber auch von Demokratie. Diese Zwiespältigkeit schleppt der Souveränitätsbegriff seit rund 300 Jahren mit sich herum. Und die verschwindet nicht plötzlich, wenn wir jetzt über digitale Souveränität reden.</p><p>Im Gegenteil: Die verdoppelt und verdreifacht sich, weil die Welt so extrem vernetzt ist. Weil die gegenseitige Abhängigkeit von Hardware und Software zugenommen hat. Und weil digitale Technologie heute einen so viel größeren Einfluss darauf hat, wie Gesellschaften sich verhalten und entwickeln.</p><p><strong>Mehr Demokratisierung statt Allianzen</strong></p><p><strong>netzpolitik.org:</strong> Wie sollten wir mit der Forderung nach digitaler Souveränität also umgehen? Gibt es Alternativen dazu?</p><p><strong>Thorsten Thiel:</strong> Wir sollten klarer benennen, was wer genau fordert. Im deutschen Diskurs spielen individuelle und kollektive Selbstbestimmung eine große Rolle, im französischen eher die wirtschaftliche Unabhängigkeit.</p><p>In Bezug auf individuelle Nutzer und deren Freiheiten würde ich persönlich den Begriff der Autonomie für zentral halten und als sinnvoller erachten. Und ich würde ihn keinesfalls gleichsetzen mit Souveränität im staatlichen Sinne.</p><p>Und ein weiterer Aspekt ist mir wichtig: Demokratisierung. Damit es demokratisch zugeht, müssen wir nicht digital souverän werden. Sondern wir müssen Möglichkeiten der Mitbestimmung dafür schaffen, wie unsere Daten verarbeitet werden und welche Produkte wir dafür entwickeln.</p><p>Dafür sollten wir aber nicht alles in einen Topf schütten, sondern separat diskutieren. Damit verlieren wir dann zwar vermutlich die mobilisierende, aber diffuse Kraft des Souveränitätskonzepts. Die besteht ja gerade darin, dass sich unter ihm Allianzen formen lassen. Doch alternative Diskurse können und müssen neue Begriffe finden, die spezifischer sind, trotzdem Kooperation erlauben und die Vorstellungskraft anregen.</p><p><strong>netzpolitik.org:</strong> Stellen wir zum Schluss nochmal das Konzept auf die Probe: Ist es überhaupt realistisch, dass wir in Deutschland oder in der EU autonom digitale Technologien entwickeln und herstellen können?</p><p><strong>Thorsten Thiel:</strong> Digital souverän ist man niemals im absoluten Sinne. Völlig autark zu sein, sehe ich aber auch nicht als das Ziel der aktuellen Debatte. Wir sind immer abhängig von und verbunden mit Anderen. Das ist auch gut so. Denn dieses Wechselverhältnis zwingt uns dazu, mit Anderen zusammenzuarbeiten und gemeinsam Lösungen zu finden. Problematisch wird es, wenn Abhängigkeiten zu einseitig sind und ausgenutzt werden können.</p><p>Gerade bei Rohstoffen sind wir stark abhängig von Dritten. Davon werden wir uns nicht einfach lösen können. Das größte Potenzial sehe ich bei der Software, die wir einsetzen. Da sind wir in den vergangenen Jahren dem Marktglauben verfallen, dass sich Big-Tech-Produkte durchgesetzt haben, weil sie die besten sind. Wenn die EU hier entschiedener regulieren würde, hätten europäische Anbieter bessere Chancen.
